Selection Criteria:

 Accountant/Executive Payroll
1 Minimum 3 years’ experience in a similar role
2 In depth knowledge of accounting regulations
3 Proficiency using Microsoft 365 products
4 Excellent verbal and written communication skills
1 Bachelor or higher in Accounting
2 Experience in Dynamics 365 Finance, including power apps
3 Experience in Sage Micropay and ConnX

Position Overview:

POSITION: Accountant/Executive Payroll
ACCOUNTABLE TO: Chief Financial Officer
SUBSTANTIVE GRADING: Minimum of Manager Grade 1 according to relevant experience and/or qualifications, and duties. Progress beyond the scale shall be dependent upon appropriate experience, skills, and holding relevant qualifications.
OBJECTIVE: To contribute to establishment, maintenance, and development of the accounting function, activities, processes, and productivity to the highest possible professional standard in an ethical, efficient, and effective manner.
SCOPE: The Accountant/Executive Payroll’s  principal role and responsibilities are to:
• Provide administrative and management support to the Chief Financial Officer in the discharge of their responsibilities.
• To provide support to other senior accounting and payroll staff as arranged by the Chief Financial Officer
• To undertake special projects or activities as directed by the Chief Financial Officer in accordance with policies, standards, and objectives prescribed or authorised by the Board of Directors.
Duties and responsibilities generally shall be to:
  1. Comply with all TURSA policies, procedures and protocols, contractual requirements, requirements of Codes of Conduct, and legislation applicable to relationships with clients, other staff, other providers, government agencies and departments.
  2. End to end management of the executive payroll function including employee set ups, changes and terminations, leave tracking, salary packaging, superannuation, PAYG, general ledger journals, allowance reconciliations, monthly/annual reporting and payroll system administration.
  3. Responding to executive payroll queries and award/policy interpretation in consultation with the Chief Financial Officer.
  4. Ensure the accurate collation, testing, payment, and reporting of the TURSA bonus scheme.
  5. Provide timely and accurate data analysis to Senior Management and the TURSA Board on the TURSA bonus scheme.
  6. Monitor developments and tax changes within the sphere of salary and wages, superannuation, and salary packaging.
  7. Advise and train other TURSA payroll staff on legislative and policy changes affecting the payroll function in consultation with the Chief Financial Officer.
  8. Assist TURSA payroll staff in the preparation, and checking of the general staff payroll during busy periods or during periods of approved leave for payroll staff.
  9. Prepare reconciliations, and collate reports and data for internal and external audits.
  10. Maintain TURSA forms and guides on the TURSA intranet in regards to payroll and salary packaging information.
  11. Conduct regular induction sessions with new TURSA staff on salary packaging options and payroll arrangements.
  12. Year-end system reporting and rollover for Income Statements and ETP Payment Summaries.
  13. Accurate administration and recording of fringe benefits to input the preparation of the annual Fringe Benefits Tax (FBT) Return.
  14. Annual report preparation for the Workplace Gender & Equality Agency (WGEA).
  15. Credit card management, reconciliation and payment, including development of expense management systems.
  16. Supervise, or assist in such supervision as the Chief Financial Officer directs or authorises, the financial administration of the Accounting Unit operations including creditors, debtors, cash maintenance of general ledger and preparation of monthly management reports in accordance with TURSA Financial Policy, Funding Contracts and/or Deeds and any applicable
  17. Assist and monitor any purchasing, payables, inventory, asset control, and other administrative
  18. Assist under the direction of the Chief Financial Officer in the preparation of budgets and reports.
  19. Assist in the production of a range of accurate and timely financial reports and analyses of current operating performance, using previous and estimated costs to assist management in determining potential operating performance.
  20. Prepare or assist in the preparation of clear, regular reports graphs and charts as required and/or directed by the Chief Financial Officer for Board meetings
  21. Assist the design of financial reporting for use by management in evaluating alternative modes of action for funding or expansion
  22. Assist, or undertake as directed, in the design of financial reporting for use by management in evaluating alternative modes of action for funding or expansion
  23. Undertake any training required to undertake task and duties efficiently and effectively; such training shall be provided by Tursa Employment & Training
  24. Assist and supervise, as required by the Chief Financial Officer, any office-based training to administrative or other support employees.
  25. Ensure effective use is made of systems to improve efficiency; develops new management information systems including power apps.
  26. Carry out such other relevant activities consistent with TURSA’s objectives, programmes and services as the Chief Financial Officer may authorise
