If you’re trying to work out whether Inclusive Employment Australia (IEA) is available to you, eligibility can be less straightforward than a simple checklist.

You may qualify if a disability, injury or health condition affects your ability to work, but your work capacity, age, residency status and individual circumstances can all influence how you enter the program.

Inclusive Employment Australia is designed for people whose disability, injury or health condition affects their employment.

The general eligibility requirements include:

What Conditions Can Make You Eligible for Inclusive Employment Australia?

You do not need to have a particular type of physical disability to potentially qualify for Inclusive Employment Australia.

Can an Injury Make You Eligible?

Potentially. Inclusive Employment Australia expressly includes people with injuries where those injuries create barriers to finding or maintaining work.

Does Your Condition Need to Be Visible?

No. Eligibility is not restricted to visible disabilities. Conditions that are not obvious to other people can still affect work capacity and employment support needs.

How Many Hours Do You Need to Be Able to Work?

One of the main Inclusive Employment Australia eligibility criteria relates to your assessed capacity to work.

Current Workforce Australia guidance states that you may be eligible if you are able to work less than 30 hours per week.

Importantly, this does not mean you have to be capable of working at least eight hours every week.

The Department of Social Services describes IEA as supporting people even if they can only work a few hours per week. The detailed IEA guidelines also recognise people with assessed work capacity below eight hours.

Your work capacity is not simply a number you need to determine yourself. An Employment Services Assessment (ESAt) may be used to consider your capacity for work, the barriers you face and the support you may need.

If your capacity changes from week to week, or you currently believe you can only manage limited hours, it is worth having your circumstances properly assessed rather than assuming you are not eligible.

Do You Need Centrelink to Access Inclusive Employment Australia?

No. You do not necessarily need to receive a Centrelink payment to participate in Inclusive Employment Australia.

Services Australia confirms that people can volunteer to participate even if they do not receive a government payment.

How you enter the program may differ depending on your circumstances.

If You Receive a Centrelink Payment

Services Australia may refer you to Inclusive Employment Australia.

You may be asked to attend an Employment Services Assessment to determine:

  • your work capacity
  • what support you need
  • whether IEA is an appropriate employment service for you.

If IEA is recommended, Services Australia can help you choose a provider and arrange your first appointment.

If You Don’t Receive Centrelink

You may still be able to access Inclusive Employment Australia.

People who are not receiving a Services Australia payment can potentially approach an IEA provider directly. The provider can check whether you meet the relevant eligibility criteria and may ask Services Australia to complete an ESAt if one is required.

Can You Join Inclusive Employment Australia If You Receive the Disability Support Pension?

Receiving the Disability Support Pension (DSP) does not prevent you from accessing Inclusive Employment Australia.

IEA can help eligible DSP recipients prepare for work, find suitable employment and remain employed.

For some DSP recipients under 35, participation in employment services may also form part of their participation requirements. Services Australia confirms that participating in Inclusive Employment Australia can help eligible DSP recipients meet these requirements.

Receiving DSP should not be treated as a blanket guarantee of IEA eligibility, as your individual circumstances and assessment history can still affect the pathway you follow.

Equally, you do not need to receive DSP to access IEA.

Can NDIS Participants Access Inclusive Employment Australia?

Yes, being an NDIS participant does not prevent you from accessing Inclusive Employment Australia.

The two programs serve different purposes. IEA focuses specifically on helping eligible people prepare for, find and maintain employment.

Special eligibility provisions also exist for certain NDIS participants under the IEA guidelines.

If you already receive NDIS support and want help moving into open employment, it is worth asking an IEA provider how the employment program may fit alongside your existing supports rather than assuming you need to choose one or the other.

Can School Leavers Access Inclusive Employment Australia?

There are special eligibility pathways for some young people with significant disability who are moving from school into employment.

The Eligible School Leaver pathway can apply to eligible young people under 22 in circumstances that include transitioning from secondary school into open employment.

Special provisions can also apply to some:

  • Australian School-based Apprentices
  • young people moving from eligible transition-to-work programs
  • participants transitioning from certain NDIS-funded employment assistance.

The requirements differ from the standard IEA pathway, and some Eligible School Leavers may not need a new Employment Services Assessment before entering the program.

If you are still at school or have recently left, do not assume you need to meet exactly the same process as an older job seeker. Speak with an IEA provider about whether a school-leaver pathway applies to you.

Can You Access Inclusive Employment Australia If You Already Have a Job?

Inclusive Employment Australia is not only for unemployed job seekers.

You may also be able to receive support if you are working, but your disability, injury or health condition is making it difficult to maintain your employment.

The program can provide ongoing workplace support, including assistance that helps eligible participants stay in their jobs.

Do You Need an Employment Services Assessment for Inclusive Employment Australia?

Many people need an Employment Services Assessment (ESAt) before joining Inclusive Employment Australia, although not everyone will need a new assessment.

An ESAt helps determine:

  • how many hours you may be able to work
  • barriers that may be affecting your employment
  • the type of employment assistance you need
  • whether Inclusive Employment Australia is an appropriate service for you.

Services Australia may arrange an ESAt when referring you to IEA. If you approach an Inclusive Employment Australia provider directly, the provider can also request an assessment through Services Australia when it is needed to confirm your eligibility.

Do You Need Medical Evidence for an ESAt?

Your assessment may consider medical information and evidence relevant to your disability, injury or health condition.

The exact information required will depend on your circumstances. If you are unsure what you need to provide, Services Australia or your employment provider can explain what is required before your assessment.

Do You Need Another ESAt If You’ve Had One Before?

Not always.

Existing assessments and special eligibility pathways can affect whether a new ESAt is necessary. This can apply in particular circumstances involving existing DSP recipients, NDIS participants and Eligible School Leavers.

Rather than arranging another assessment yourself, tell your provider about any previous ESAt or Job Capacity Assessment you have completed so they can check what is required.

Can You Register Directly With an Inclusive Employment Australia Provider?

Yes. Direct registration is available in qualifying circumstances.

If you are not currently referred to another employment service, you may be able to approach an Inclusive Employment Australia provider yourself rather than waiting for Services Australia to refer you.

The process can involve:

  1. contacting an Inclusive Employment Australia provider
  2. asking to register for support
  3. completing a direct registration form
  4. having the provider check your eligibility
  5. completing an ESAt if one is required
  6. attending your first appointment.

This is particularly useful if you do not receive a Centrelink payment but still want employment assistance.

Inclusive Employment Australia gives eligible participants the ability to choose their provider.

  • the type of employment assistance they offer
  • how they communicate with you
  • their connections with local employers
  • whether you feel comfortable working with their team.

You can also change Inclusive Employment Australia providers at any time if your current service is not meeting your needs.

What Happens After You Join Inclusive Employment Australia?

Once you have joined a provider, your first appointments are about understanding where you are now, where you want to go and what support could help you get there.

Your provider can work with you to understand:

  • your employment goals
  • your skills and strengths
  • barriers affecting your work
  • accessibility requirements
  • training or work preparation needs
  • the type of employment you want to pursue.

You will also develop a Job Plan with your provider.

Under the current program, your provider must explain the plan and your rights and responsibilities. You receive two business days of “think time” before agreeing to it. You can also bring a support person to an appointment and request interpreter assistance if you need it.

Once you begin working with TURSA, support can include resume preparation, interview coaching, training, job-search assistance, connections with employers, workplace modifications and ongoing support after you start work.
